The Maltese government has developed the Individual Investor Program for foreign citizens wishing to obtain a Maltese passport. This Program allows to receive citizenship in exchange for investments in the economic development of the country. The process of acquiring a Maltese passport through the Individual Investor Program requires first to obtain a temporary residence permit and reside in the country for 12 months, undergo a due diligence process, make financial investment and receive citizenship certificate. The total duration of the procedure is from 14 months. To participate in the program, the applicant should provide information on the availability of an official source of income, clean criminal record and proof of no denial of entry to visa-free countries of Malta. Together with the main applicant, the spouse, parents over the age of 55 and unmarried children under the age of 26 are eligible for citizenship and Maltese passport. Under the terms of the program, it is necessary to invest € 650,000 in the National Development and Social Fund of Malta for the main applicant and € 25,000 for each additional family member, purchase government bonds worth € 150,000 with a retention period of at least 5 years, buy a property worth at least € 350,000 or rent for 5 years with a minimum annual payment of € 16,000.
After completing all the requirements of the program, the investor and his family members take an oath of allegiance and receive citizenship certificates of Malta. On the basis of the citizenship certificate, the passport is issued.
