On November 1, 2016, the government of Cyprus has established an investment program. According to paragraph 6 of the Aliens and Immigration Regulations and Art. 111 of the Cyprus Civil Registry Law and the terms of the program, foreigners are given the opportunity to obtain the Cypriot passport by investment. The Cypriot passport is ranked 16th in the world strongest passports list. It opens for the investor the right of visa-free travel to 173 countries and the possibility to live in the EU and the Schengen area.

Participation in the state investment program of Cyprus allows to acquire a Cyprus resident card for a period of six months and apply for a passport.
The application is being considered for 6 months. Together with the main applicant, the right to participate in the program and to obtain a Cypriot passport is granted to the spouse and children under the age of 28. The inclusion of the investor's parents in the application involves an additional investment of € 500,000 per person.
Since February 26, 2019, persons who have previously been denied citizenship in any state of the European Union are prohibited from participating in the investment program of Cyprus. This rule applies to all family members of the applicant.
Investing in residential real estate
To obtain the Cypriot passport you need to invest € 2,000,000 in residential or commercial real estate in Cyprus. According to the changes made to investment program, from May 15, 2019, when purchasing a real estate previously used by another investor to acquire Cyprus citizenship, the amount of investment increases to € 2,500,000. The main requirement for the investor is permanent ownership of real estate in Cyprus worth more than € 500,000. Investment can be made either personally or through a company in which the applicant is a shareholder or a director.

Since May 15, 2019, all participants must make a charitable contribution in the amount of € 75,000 in the Cypriot research fund and € 75,000 in the Cyprus Land Development Corporation which provides funding of affordable housing schemes for the citizens of the country.
